VSPE

The National Society of Professional Engineers (NSPE) was established in 1934 to realize a simple but vital goal: create an inclusivenontechnical organization dedicated to the interests of licensed professional engineers, regardless of practice area, that would protect engineers (and the public) from unqualified practitioners, build public recognition for the profession, and stand against unethical practices and inadequate compensation.  The Virginia Society of Professional Engineers (VSPE) was established in 1936 to facilitate that goal on a statewide level.

As our executive director, Judi Harrison focuses on member outreach and VSPE’s growth in the Commonwealth. Judi handles member communications including status changes, news updates, and events. Her experience includes working with professionals such as engineers and attorneys.

Richard S. Tyler has been elected President of the Virginia Society of Professional Engineers. He is Chief Engineer and Capital Improvements Business Line Manager Naval Facilities Engineering Command Atlantic.

Thomas G. Conway, P.E. (Vice President/Finance Committee Chair)

Thomas G. Conway has been elected Vice President, NSPE House of Delegates Representative and serves as Finance Committee Chair of the Virginia Society of Professional Engineers, trustee of the VSPE Educational Fund and trustee of the Virginia Engineers Political Action Committee. He is President of Conway Diversified Services providing consulting services across a wide range of areas such as Program Management, Sensors, Federal Acquisition and Professional Engineering services.

Gerald O. Davis, P.E. (Treasurer)

Gerald O. Davis has been elected treasurer of the Virginia Society of Professional Engineers. He is retired as the President of Davis Materials & Mechanical Engineering, Inc. providing professional forensic engineering services related to materials usage, corrosion, metallurgy, mechanical design, & root-cause failure analysis.

Rebecca L. Golden, P.E. (Chief Finance Officer/NSPE State Society Executive Council Representative, Virginia)
Rebecca L. Golden has been elected Chief Finance Officer of the Virginia Society of Professional Engineers, Secretary / Treasurer of the VSPE Educational Fund and Treasurer of the Virginia Engineers Political Action Committee. She is the Transportation Planning Manager for the Fredericksburg Area Metropolitan Planning Organization (FAMPO).

William Channing Blackwell, P.E. (Director)

William Channing Blackwell serves as a Director and Virginia Department of Health Sewage Handling and Disposal Advisory Committee (SHADAC) Representative andmember of the Department of Environmental Quality (DEQ) Technical Review Committee (TRC) to update the Virginia Stormwater Management Handbook. He is President of The Blackwell Grp, LLC in Gainesville, VA, a full service civil, structural, surveying, and environmental design consultinggroup whose past projects include structural engineering for the John F. Kennedy Eternal Flame, surveyservices for the Vietnam Veterans Memorial, and shoring design for the National World War II Memorial.

Dr. Charoenphol has been elected director of the Virginia Society of Professional Engineers. She is a career federal government employee and has worked for theDepartment of Interior, Department of Homeland Security, Department of Energy and Department ofDefense in various capacities.

Georg W. Dahl, P.E. (Director)
Georg W. Dahl has been elected director, immediate past President of the VSPE Educational fund and immediate past APELSCIDLA representative of the Virginia Society of Professional Engineers. He is recently retired from Mid-Atlantic Naval Facilities EngineeringCommand where managed Design-Build Projects and served on selection committees for evaluation of D-Bprojects.

Dixon W. Tucker, PE, ME (Director and NSPE House of Delegates Representative Alternate)

Dixon W. Tucker has been elected Director and NSPE House of Delegates Representative Alternate for the Virginia Society of Professional Engineers and trustee of the VSPE Educational Fund. Dixon retired as the District Engineer, Office of Drinking Water (ODW), Virginia Department of Health. He holds an ME in Environmental Engineering from Old Dominion University and a BS in Civil Engineering from Virginia Military Institute.

Peter M. Skaredoff, P.E. (Director & Tidewater VSPE Treasurer)

Peter M. Skaredoff has been elected director of the Virginia Society of Professional Engineers, treasurer ofthe VSPE Virginia & Tidewater Chapter, past NSPE House of Delegates Representative for the VirginiaSociety of Professional Engineers, and sits on the Cardinal Education Advisory board. He is a Project Development Consultant for Johnson Controls Advanced Solution Development assisting in thedevelopment of performance contracts with central plants or combined heating and power, and he also performs risk reviews on the technical and contractual aspects of performance contracts in NorthAmerica.

Neal T. Wright is the past NSPE House of Delegates Representative for the Virginia Society ofProfessional Engineers. He retired as Sr. Vice President for STV.

Pamela Grace Dogbe-Semanou (VSPE Student Membership Advisor to the Board of Directors)
Pamela Grace Dogbe-Semanou has joined VSPE as the newly appointed student membership advisor. Pamela is an engineering student at Northern Virginia Community College and plans to transfer to a four-year university to complete her degree. Pamela is leading the charge to set up a statewide virtual chapter connecting students from all corners of the Commonwealth. Her goal is to assist students with resources for their education, career, and school-life balance. She looks forward to hearing from students who are interested in joining the virtual chapter. VSPE Educational Fund

The VSPE Educational Fund was established by the Virginia Society of Professional Engineers as a nonprofit charitable foundation to support the goals and ideals of the professional engineers in the Commonwealth of Virginia. The VSPE Educational Fund manages MATHCOUNTS as well as EIT and PE licensure reimbursements.

David D. Welter, PE, MS, PMP (President)

David D Welter serves as the VSPE Educational Fund President and has been active as both a VSPE member since 1979 and a Mathcounts volunteer since the early 90’s. He was a Commander for the US Navy and retired from serving as a Program Manager at Salient Federal Solutions supporting Defense Logistics Agency Subsistence Programs.

Virginia Engineers Political Action Committee
