The fund was established in September 2000 by Rick’s
friends and co-workers in the Office of Water Programs to honor him upon
his retirement of 37 years of public service to the citizens of the
Commonwealth as a public health engineer with the VA Department of Health
(VDH). The fund is administered jointly by VDH and VSPE. During his career, Bartsch steadfastly defended the
practice of hiring only qualified engineers for VDH’s engineering
positions and placing only licensed engineers in positions of responsible
charge. He also consistently encouraged VDH engineers to participate
in organizations whose activities were engineering related and encouraged
non-licensed engineers to become licensed. The fund provides a cash award of $50 for passing the FE
exam and $100 for passing the PE exam. The recipients must be
current employees of the VA Department of Health, Office of Water Programs
or Office of Environmental Health Services, when the exam is taken and
when the announcement of passing is made by the licensing board. The
first recipient was Satgur Klar, P.E., District Engineer, S/E VA Field
Office, OWP/VDH, in Virginia Beach. Contributing
