The Virginia Design & Construction Cooperative Committee is composed of representatives from VSPE, the Associated General Contractors of Virginia, the Consulting Engineers Council of Virginia, and the Virginia Society of the American Institute of Architects. The role of the Committee is to promote cooperation, communication and education among the sponsor organizations and the public to improve product quality and avoid disputes with the design/construction industry. The committee studies, discusses and attempts to reach a fair consensus on construction related issues. The issues are considered in a forum separated from the pressures of specific projects involving money, time, liability and personalities. An attempt is made to balance the differing points of view of the owner, the architect, the professional engineer and the contractor. The Committee also produces industry-accepted standards in the form of Guidelines for the many facets of a construction project. These guidelines supplement the contractually-established relationships between a project's parties, with the goal of helping to create the mutual understandings necessary to work together harmoniously. The Guidelines are organized in sections dealing with Delivery Systems, Planning Considerations, Prebid Issues, Construction Issues, and Project Completion. They are a virtual primer on sorting out the complexities faced when owners, architects, engineers, contractors, subcontractors and material suppliers come together as a team to develop a project.
